The Provisions on Registration and Administration of Collective Trademarks and Certification Marks contains 28 articles. Compared with the Measures for the Registration and Administration of Collective Trademarks and Certification Marks, the Provisions has clarified the legislative purpose, strengthened the management requirements for the registrants and users, and added the provisions on the registration and fair use of trademarks containing place names, in order to promote the utilization of trademarks and enhance the level of public services.
 
In specific application, based on the principle that the new regulations are superior to the old regulations, if there is inconsistency between the two regulations regarding the registration, management, and use of collective trademarks and certification trademarks, the new regulations shall apply; If it involves administrative enforcement of collective trademarks or certification trademarks, the relevant provisions of the original regulations shall continue to be followed.
